Few Cities in North America acted earlier than Seattle to pass meaningful laws to protect their city from the effects of Climate Change. In June of 2013, the Seattle City Council introduced Resolution 31447 which introduced the 2013 Climate Action Plan. The city has committed to be NET ZERO by 2050. More recently, within the greater state of Washington, the legislature and governor have committed laws pushing for NET ZERO by as early 2035. The legislation requires utilities to abandon coal by 2025, and to achieve 100% carbon neutrality by 2030, all tall orders. In short, Washington, and its largest city Seattle, wants to be considered the most progressive environmental state in the United States.
